§ 3. Preliminary plan.

  • Be it further ordained, etc., that any owner or owners desiring to subdivide or resubdivide land into lots, plots or building sites, or to dedicate streets, alleys or land for other public purposes, shall submit a copy or print of a preliminary sketch plan to the planning commission, before submission of the final plan thereof, which preliminary plan shall be drawn to a scale of not over 100 feet to the inch and shall show:

    (a)

    The location of all existing property lines, north point, scale, streets, alleys, buildings, watercourses, sewer mains, water mains, gas mains, culverts and other underground structures, easements and other existing features within the area to be subdivided and all tie-ins in the adjoining or abutting streets or alleys.

    (b)

    The names of all adjoining subdivisions and/or property owners.

    (c)

    The proposed location and width of all streets, alleys and lots.

    (d)

    The title under which the proposed subdivision is to be recorded, the name of the owner and name of the engineer or surveyor platting the tract.

    (e)

    A contour map or elevation data, referenced to mean sea level datum.

    (f)

    Designation of areas subject to flooding, as designated by the Federal Insurance Administration flood insurance rate map.
