§ 10. Dead-end streets; turning radius.

Be further ordained, etc., that when a dead-end street or alley is necessary to serve a certain irregular area, due to size, shape or topography of said area, the closed end shall provide a turning loop having a minimum inside radius of 30 feet for a street, and of 15 feet for an alley.
