§ 11. Garbage pickup rates and charges.

The city shall set a user fee which shall be assessed against all residential and qualifying commercial units. The city is authorized to record a lien pursuant to state statutes. The mayor and administration officials are hereby authorized to gradually increase the amount charged to customers for solid waste collection over two years beginning July 1, 2014, to an amount equal to the amount actually charged by the city's third-party service provider/vendor who provides these services to the city's customers.
